YES. Eminent Domain. Acquisition of Owner-Occupied Residence. Constitutional Amendment. Bars state and local governments from using eminent domain to acquire an owner-occupied residence, as defined, for conveyance to a private person or business entity. (Full Text)

City of San Diego

Proposition A. YES. Amends The City Charter To Exempt From The Managed Competition Process The Core Public Safety Services Provided By Participants In The City’s Safety Retirement System. Shall the Charter be amended to exempt from the Managed Competition process the core public safety services provided by police officers, firefighters, and lifeguards who participate in the City’s Safety Retirement System?

Proposition B. YES.Amends Charter To Require Council To Submit Charter Amendments To Voters At June 2010 Election Relating To Strong Mayor Form Of Governance. Shall the Charter be amended to require the City Council to submit to voters at the June 2010 election Charter amendments making the Strong Mayor form of government permanent; adding a Council seat; and, when the ninth seat is filled, increasing the Council votes required to override a mayoral veto?

Proposition C. NO. Amends City Charter Relating To Chief Financial Officer, City Auditor, Independent Budget Analyst, Treasurer, And Audit Committee. Proposition E. Shall the ordinance amending Chula Vista’s General Plan to require voter approval for General Plan changes increasing allowable building heights above 84 feet in most areas of the City, and setting a building height limit of 45 feet in a designated area on Third Avenue be adopted?

City Of Encinitas

Proposition F. Shall an ordinance be approved to amend Section 3.12.030 of the Encinitas Municipal Code to require guests of short term rental units (for 30 days or less) to pay 8% of the rent charged as a transient occupancy tax effective January 1, 2009? Requires 50%

Proposition G. Shall an ordinance be approved to amend Section 3.12.030 of the Encinitas Municipal Code to require guests of short term rental units (30 days or less) to pay 2% of the rent charged as a special transient occupancy tax for beach sand replenishment and stabilization projects effective January 1, 2009? Requires 2/3 vote.

Oceanside Unified School District

Proposition H. School Modernization, Safety and Technology Measure. To improve learning, assure local students access to comparable, modern classrooms, facilities and technology, shall Oceanside Unified School District issue $195 million in bonds to replace deteriorated plumbing/sewer/roofing systems; renovate student restrooms; improve school/playground safety/security; upgrade or replace outdated electrical, heating/ventilation systems, and aging portable classrooms; at legal interest rates, with mandatory audits, independent citizens’ oversight, no money for administrators’ salaries and NO estimated tax rate increase? Requires 55%
